Update from District 9 City Council Member, Paula Blackmon
Friends of the Old Fish Hatchery: The Friends of the Old Fish Hatchery had their first meeting last week. Below is a summary of what was discussed and what is coming up. The first step as a Friends Group will be to formalize a Beautification Agreement with Dallas Park & Recreation. This will outline the purpose and efforts of the group to oversee replanting of the Oncor Right of Way in the OFH, future volunteer activities such as removal of invasives and an annual meeting with Park & Rec and Oncor to ensure continuing successful management of the Right of Way. The Beautification Agreement will be renewed annually.The Friends Group is also planning to establish an account with the Dallas Parks Foundation, who will act as a clearinghouse to send and receive our funds for the OFH maintenance and/or improvements.
Texas Discovery Gardens (TDG) and Oncor have committed to a 1-3 year partnership to replant the area. Dick Davis discussed Texas Discovery Garden's efforts already in progress at the site, including:
- planting 79 plants
- spreading 41 lbs of seed mix
- treating invasives
- spreading 12 lbs of native seeds reintroduced from the WRL area
Dallas Park & Recreation, Dallas Water Utilities and Oncor are formalizing a statement of work that will memorialize what each entity will do to support clear communication and partnership in preserving the Old Fish Hatchery ROW. Park & Recreation will be responsible for the maintenance of the entire OFH and will collaborate with Oncor in managing the ROW to meet their safety standards.
The next Friends meeting will most likely be virtual in about 90 days to give an update.
Street Racing: DPD continues to work to curb street racing citywide. The Speeding and Racing Task Force (SRTF) continued concentrated enforcement, April 2 – 4, 2021, cracking down on erratic drivers. Officers conducted 193 traffic stops, issued 210 citations, and made 5 felony arrests. As part of the Citywide response to street racing, the City of Dallas is supporting HB 2315 (John Turner) at the Texas Legislature which would add civil forfeiture to street racing. If passed, this bill could help curb street racing and give the City more tools to keep our residents safe. To help advocate for this bill, please reach out to your representatives to let them know you are in support of this proposed legislation by finding their contact information HERE.
Dallas Public Library Update: The City of Dallas is beginning its Phase III of Return to Work on May 3. Included in the return to work plan is the following regarding the Libraries:
"The Library will continue its robust online programming and curbside Library to Go service for pick-up of materials at all locations. Once Phase III is implemented, we will open for limited indoor services, including computer use by appointment, research at the Central Library by appointment and collection browsing only with a ‘GrabNGo’ model, utilizing the self-check machines to check out. There will be no indoor programming for groups and meeting rooms will not be available for use."

In-Home COVID 19 Vaccines: The City of Dallas and the Visiting Nurse Association of Texas (VNA) Wednesday partnered to identify and vaccinate Dallas residents who lack mobility to reach a vaccination site. This program will utilize Dallas Fire Rescue (DFR) Emergency Medical Services (EMS) staff and VNA staff to identify, contact and route vaccinations to homebound residents.
This program utilizes the Johnson & Johnson single-dose COVID-19 vaccine to provide a safe, efficient process for Dallas residents in need of in-home vaccinations. Outreach will begin with 500 doses of Johnson & Johnson vaccine allocated from Dallas County Health and Human Services.
In-home vaccinations will begin on Tuesday, April 13 with six teams of EMS staff vaccinating 12 residents per day as vaccine doses are available. Q2 311 Service Request Report: From January 2021 - March 2021, 6,815 service requests have been entered for District 9 and 89% of them were closed on time. The most entered request was about code compliance concerns. Our office continues to serve and assist residents with service requests, as well as with partner departments to close SRs expeditiously and on time.
